FC rules for Tholian Black Widow ?

I saw the Tholian Black Widow at the new communique (#114) but I do not remember if the rules for Tholian fighters were ever published. Where can I find them ?

Everything you need to know is on the card. Basically use the hydran rules as modified on the card.

That includes the launch and landing rules, BTW. Just use the (5Q) rules, with the single exception that each disruptor charge costs two points rather than one point. (However, there are half as many charges, so the power requirements are actually the same.)
