The Vudar were a subject race of the Klingons before they gain their independence - so they probably based their emblem on what they were familiar with.
The Lyrans are almost a client state of the Klingon - ibid.

When it comes to the Vudar, if you go by the so-called 'low Vudar' option, they never really were all that independent, after all - more like an SAR of the Empire, perhaps, despite the convenient (when dealing with the Hydrans and ISC, at least) fiction of independence.
I wonder if that Gorn symbol is incorporating some kind of emblem from Skoleos, given the Skolean service as the Confederation Navy's attack craft pilots?
Also, I suppose it's not a question that could be answered just yet, but I wonder if FRA pilots' wings look like those used by Star Fleet, but perhaps with an Auroran star in place of the Star Fleet arrowhead.
(Well, the Aurorans developed their carriers and fighters independently - before Star Fleet did, in the event - so probably ended up with their own design anyway. But still, there may be an unwitting coincidence, or something.)
Oh, and what about Jindarian wings - if their fighter and bomber pilots use any, that is?
