Emergency Deceleration and Tactical Maneuver?

If I use Emergency Deceleration, could I then do a Tactical Maneuver later in that turn as I am now "stopped"?

E.g. If I declare emergency deceleration at the start of impulse 8, could I then do a tactical maneuver at the end of sub-pulse four of that same impulse?

(The reference rulebook does not clearly state that an emergency deceleration leads to the ship being stopped - it only says "During the remainder of the turn, the ship is under the limitations of being stopped.")

Yes, you are "Stopped". You may use your one Tactical Maneuver.
