Two questions.

1. If a seeking weapon is launched by a ship stuck in a web, does the seeking weapon have to expend the extra movement points to get out of the hex?

2. Pulling ships out of a web. The rules mention a ship 'stopping' next to the trapped ship and then pulling it out. Does this mean it has to be 'Stopped' [or have emergency decelerated] or does it mean it just has to finish the movement phase positioned next to the victim, and can move on after it has rescued it?

(5M1d-3) clearly states that a launched unit is treated as if it just moved into the web. So, if a drone was launched while the launching ship was stuck in a strength 9 web, the drone will have to expend 9 points of movement before it can leave that web hex (assuming the web strength does not change for some reason). This is regardless of how long the launching ship has been stuck in the web, and regardless of how many movement points it has already expended.

The word used in the rule is "stationary". Since even Speed Zero is technically moving, this means that the rescuing ship must be "Stopped" in order to pull the stuck ship out. Note that the rescuing ship probably does not want to be facing the web (or make sure it uses a tactical maneuver) so it doesn't become stuck itself when it tries to move again.

On a somewhat related note... are Tholian suicide shuttles immune to web?

The real question is if Tholian shuttles may freely move through web like Tholian ships. This is not explicitly stated in the rules, but I believe (5M1d-2) is intended to apply to all Tholian units, not just "ships".

So, yes, since Tholian shuttles can pass through webs, Tholian suicide shuttles may pass through webs, too.

We played last night and since it said "ships" I used the seeking weapons rule. Thanks for the clarification.
