Simple enough question, can I declare that I am targeting engines (or weapons) and still receive the result if all I get is a single leak point?

I don't see why not. I also remember people talking about this.
This is a good tactic to do at long range where you might be able to take out a phaser or a warp engine point. Several of these can be worse than several points of damage getting through.
This could also be a way for a swarm to gang up on a larger ship--just strip it of it's phasers, so it's harder for it to fight back.
