Yes, you can decelerate, that is, cancel movement, from any speed as long as you can pay for the deceleration. The canceled move does count towards making your turn mode and allows for a ship to make a tighter turn.

What I've done is move the ship to the desired facing (right-click the ship and select the 'move' option) then I manually adjust the energy of the ship using the 'Adjust Energy' option on the ship card tab.

The security setting on your browser is stopping the page from showing. Try altering the address by deleting the 's' from the 'https' in the address bar.

It sounds to me like you can see your 'Piece List/Game Control' window but not the Game Room itself (which is the map). I have the same version of the client and have not had this problem.
My apologies if I'm stating the obvious but is it possible that you have minimized the Game Room somewhere on ...
