Offensive ESG use

It doesn't say it explicitly but is the Offensive Mode of the ESG only usable in the Combat Phase? Or can I declare an Offensive Mode burst at the end of the movement phase?
I am going to assume, for the sake of my game, that I can't use it in the Movement Phase and will have to use the Ram mode instead.

That is correct.
The use as a ram is described in detail in a separate section.
I will clarify this in the next go 'round of rulings.

My oldest daughter and her family are in town (from Ohio) this week, so I'm on vacation and spending many days with multiple numbers of my children (and corresponding grand-children) in the house (I think all 4 kids and spouses and all 9 grand-kids will be here tonight...), so this week; I'm limiting myself to brief moments of internet/computer usage.
A brief note has been posted to the latest draft and I will go back and clarifgy it (and the other points) early next week.
