Newbie rules question about miniatures movement (1F2)

Hello forum!

My wife and I just recently started playing Federation Commander (we did play SFB a long time ago). We're very interested in playing with minatures on a hex-less map but are confused about this rule:

(1F2) If you cancel a point of movement, leave the ship where it is and rotate the miniature around the center post (stand) to the point where its cross-section is parallel to the next mark on the turn guage.

We don't really understand what this means.

Is it forcing a turn on the ship even if the ship didn't want to turn?

Does this mean a heading change can happen really fast just by slowing a ship down almost like a HET?

Does the heading really change if the base isn't changing direction?

Is the rotation clockwise or counterclockwise?

Lastly, perhaps this is just part of a turn if the ship wants to turn without moving?

Thank you for any clarification or direction to a resource where I should be looking!

It is optional. It saying how to make the desired turn when simultaneously cancelling a movement. If you didn't want to turn when cancelling a movement, you don't turn.
