Where are the guidelines for scenario submital?

I think I have seen the guidelines some where but have had no luck finding them now. I have an idea that might be a fun scenario, but don't want to waste any one's time if I don't have have it set up right.

If you go to this site, the ADB start page,
http://www.starfleetgames.com/
Look at the middle of the page and you will see "Site Master Index."
If something is uploaded to the website, you can usually find it there.
