Tractored Ships -- Baseline Speed Reduction

The first paragraph of 5D6b Linked Ships in part indicates:

Only the ship which put more energy into movement actually moves (reduce its Baseline Speed by one level; two if the ship being towed is larger)

The second to last paragraph of the same rules section in part indicates:

If the towed ship is twice the movement cost of the towing ship (or more), reduce the Baseline Speed by two.

Are these two provisions cumulative? Or was the latter provision meant to supersede the former?

Also, under the first provision, what is the deciding factor for determining the "larger" ship? Is it the 2B1b Ship Type Speed Cost table? In other words, is the ship with the higher speed cost the larger ship.

I think this is the answer. My 4th Edition Rulebook doesn't have that second provision, and only has the larger ship reduce by two. I think they probably added the movement cost provision to clarify what larger meant.

Edit: Just looked at the Consoildated Rules Update for 4th Rules, and they did indeed add that, so go with the twice movement cost reduces the baseline speed by two.
