I've been paying 6 points per shuttle I transform into an anchor buoy whether I play in squad or fleet scale. Something tells me it would just cost 3 since laying web costs half as well. But I go by the rules as written since this is not specified.
One more thing, if you do pay half for the buoy in fleet would it then only take 8 damage and not 16?
Does anybody know?

As for whether the energy cost should be lower, I don't know. Shuttles are not fleet/squadron scale, but just "are". So, there is very good precident for leaving them as is. The big question is if the current rules cause any game play issues.
As for the damage, they take 16 points of damage regardless of scale. Just as a shuttle takes 6 points of damage regardless of scale, and a Stinger takes 10 points of damage regardless of scale, the web buoy will take 16 points of damage regardless of scale.
