For the Hydran SB, I would say they could choose to buy the fighters or not. Once the are bought, they would be "permanent", so no selling them off later to free up EP.

Pay no attention to the black hex in the northwest corner of the map. No pirates, monster or fleets of Juggernauts will enter the Arena from that hex.
