I assume this is what you are referring to.
Yes, those three modules (Fighters, Gunboats, X-Ships) do have effort being done around them and are planned on being done sometime. However, there is no schedule planned for any of them, there is no finalized order they will be done in, format must be decided, and there is no guarantee they will actually be done.
ADB would like to do them, but nothing is set in stone.

I hope those ships see the light of day sometime. Is there a procedure if someone from the community wants to help out on a project like that?

X-ships have recently appeared in Communique.
The problem with a "formal" publication is, well, there are two.
1. It means actually doing a product which takes "work" which is competing with other projects. CL53 first, then ACTA, then we'll pick something else.
2. A single product would include 16 ships. That means one X cruiser and one X destroyer per empire for the major empires. (Count them: F K R Z G O T H L I. That would take 20 not 16, which isn't impossible, with more in booster packs.)
Same thing applies to carriers (each empire needs a carrier or two, two or three escorts, and a fighter card. That's a total of 60. Figure a product with 16 and three boosters with 18-24 and you are still far from 60.)
Same thing applies to gunboats (each empire needs 3 gunboat cards and one or two gunboat tenders; Roms and Hydrans get extra gunboat cards, total 45 cards.)

Will the X Ship rules in Captains Log 53 be the same ones we have been using from the Communiques? Will there be new ships?
It will be nice to have them in one place. Looking forward to the issue!

They won't be the ones already in communique. (What would be the point of selling you what we already gave you?)

Current plans are four DDX ships in CL53, plus more DDX ships in the next few communiques until every empire has one.
