I cannot reach your conclusion from the printed text. This seems to be a case of reading what you expected to see, not what's there. When I see a whole group make the same mistake, it's usually one guy misreading it (in this case, a rule hard to misread) and everybody else following suit rather than getting there independently. Anyway, you know now.
