One thing I've learned is to not pay attention the the "age limit"

Games are considered toys so to be rated under 13, they have to do bunches and bunches of testing. Lots of games are 13+ because the manufacturer didn't get the testing to prove the pieces could be eaten by children, stuffed up ...

If it's a scenario, I'd suggest using a commando ship. You can say the barracks have been very lavishly modified to suit the diplomat's status. Cut the marines down to reflect just his guard force and some marines.
