Calling it a dice rolling app is a gross oversimplification. It's more of an online tabletop where multiple players can get together and run pretty much any game the host sets the parameters for. It's a modern web app as well, meaning that it's fully cross platform and runs in a browser.

I toyed with it briefly, but my inexperience with Roll 20 meant I couldn't get a handle on it. I imaging it'd work quite well for managing ship/seeker/shuttle movements and orientation.

I'd be interested in observing, if you get something going. I've had the Java client installed for a few days now, but whenever I pop on there never seems to be anybody playing FedCom. I'd very much love to see how it actually plays online.
