I also agree with the others above. Keep in mind shock rules for Heavy Weapons (and in my opinion certain types of Phasers) sometimes need special rules to install or even offset the design philosophy.
For example, the CFS is a Fed Heavy weapons Photon Cruiser. It fires it Photons to the side ...

Also keep in mind that the TOS series says that only 12(13) of the constitution class where built. However, we know that the basic hull concept was still produced after the class retired. For example, CCH hulls where produced numerously after the CA+ retired.

That is a neat chart! I knew about the W-era mostly from old Romulan Designs during the first war between Starfleet and the Romulan Star empire. SFB says this is suppose to be around Y45 or something. Most of the time I stick around Basic Era and X1.
