What are the reasons for repeating the impulse procedure 8 times? Would it not be sufficient enough to go through the impulse procedure 1 time and call it a turn?

If you had 1 impulse = 1 turn then you would spend 8 times as long doing EA, and be able to fire 8 times as often (and after every 4 hexes of movement at max).
Having 8 impulses a turn allows you to react to what the enemy does, whilst giving you multiple fire opps - and the tactics that revolve around that mechanism. It provides the ability to fire early in a turn and then turn away (otherwise you'd have to end each turn facing the enemy to fire most weapons).
ACTA:SF is a fairly easy game, but it suffers a bit from the above issue - I move phase and 1 fire phase. A lot of the tactical aspects of FC are lost in that. For example the fire and run is very hard because you must keep facing the enemy to shoot him in the firing phase. To much movement between firing means ships can go from out of range to past each other and not get a shot off, which feels bizarre at times.
Horses for courses. I like both ACTA and FC, but they have quite a different feel to them almost entirely due to the way the move/fire systems work. The FC system feels right for a squadron+ game, ACTA for a fleet+ game.

That's the thing. ACTA is designed for larger fleets, starting at 10 and going up to 20 or whatever. The fact that the move/fire system is clunky (only one of each) is offset and sort of compensated for by the fact that you have so many more ships than in FC (is works for four to ten, and will wor for 1-12) so if one misses a shot another one takes it. You could place ACTA with one ship or FC or SFB with 20 but neither way would be much fun. _________________ The Guy Who Designed Fed Commander
