Assuming a ship has moved enough hexes in one direction to fulfill its turn mode requirement, and the ship is scheduled to move ... can the ship spend a point to decelerate yet still turn? i.e. change facing by 60 degrees but not move out of the hex.

See the second example for (2B2b). It give an explicit example of a Fed frigate doing exactly that. _________________

What actually happens is that the ship turns before moving - this is always how normal turns work in FC - then the actual movement after the turn is cancelled by your decel. _________________

It's kind of a "low-energy" turn (as opposed to the HET). Takes less energy, can only happen when you are supposed to move, and you only turn 1 hex side. _________________ Mike
