Star Fleet Universe News

The Federation Commander Site has been under construction and slowly making changes. As the Federation Commander Game System continues to grow and expand, so does the site. A “Site Map” button has been placed on the home page to provide easy access to race pages and other pages not available from the home page. If there’s anything you see out of place, typos, a link not working, or have an idea for a new page, please let us know! We have also placed a “banner” page up for those that would like to place one of our banners on another site to link back to Federation Commander. Another new add is the graphics download page where you can find downloads for wallpaper, PDFs to our convention add (if you’re going to a convention and would like to hand out our flyer), and an event poster. If there’s something else you’d like to see on this page, please, just ask.

The Legacy Site will soon be under construction and users will begin to see changes being made. Changes include a new landing home page that isn’t so cluttered and apt to scare off newbies interested in Star Fleet Battles as well as just giving the site a fresh new feel. Please keep your eyes open when the changes begin and report any typos and give suggestions. This is your site, let’s work together to make it better!

The Federation Commander Site and Forum continues to grow as more gamers find it. This month’s Hot Topics include a thread titled “Tholian Attack?” located under the General Discussions category. Another popular thread is the “Most Interesting Race?” which can be found in the newest category added to the Federation Commander Forum, Tactics. For new players, the Legacy Discus forum can make one feel overwhelmed and lost where as the new Federation Commander Forum is a little easier to manage as a new comer. FC Tactic of the Month
turbo fighters

Often times Hydran players put out their fighters for the first battle-pass. In such cases, the opponents sometimes fire at the ship and then turn off, at which time you go into pursuit mode. This generally has the side effect of leaving the fighters behind. So, Hydran captains will tractor their fighters, which are often a few hexes behind them, to bring them along. However, this could possibly be improved depending on the situation, and has several steps.

1.) If it is before Impulse #20, I will generally change the fighters speed down. (Like to speed 12.) Speed 12 could be key, because speed 12 moves Impulses #24 and #27. This has no affect on the tractor beam holding them, as they get dragged along at whatever speed you are moving.

2.) As you approach to where you want to let the fighters go, begin to land them. Sucking them closer to the ship, and therefore the enemy.

3.) Then, right before they are landed, let them go. (Not landing them.) Do this the impulse before they are scheduled to move.

4.) Then, because it has likely been eight impulses, the fighters change speed, probably to speed 14 or 15, and they move again.

Now, the landing DOES reset the firing delay (eight Impulses), so you can only do this if you are okay with the eight impulse delay. However, you can always do the speed change trick, since many people blow off the fighters' speed when they are tractoring them.

SFB Tactic of the Month
New Is Not Always Better

Hydran X-ships should replace their packed Stinger-X with Stinger-2M. For the same cost, the Stinger-2M has similar firepower (counting the extra fusion charges as roughly equal to the phaser-2) and is far more durable when moving at typically high X-ship speeds. In campaigns where fighter production can be changed, the Stinger-3 from Captain's Log #21 fitted with a Megapack is better still.

Gary Bear asks: Rule (G33.43) HDW Escort and (R8.R7) Orion Carrier Escorts, in either case, can Special Sensors be taken in an option mount (HDW or any Orion with Options) for a ship designated as a Carrier Escort? As no purpose-built escorts have Special Sensors, is it intentional that HDWs/Orions could break this model? Rule (G33.43) only restricts HDW Escorts to "no heavy weapons can be installed" and Annex #8H does not have a note of "H" next to Special Sensors. Rule (R8.R7) says that "Orion ships used as escorts would be armed with phasers, gatlings, type-G drones racks, plasma racks, and anti-drones, depending on what was available to the owning cartel. These would always be "home territory" (G15.441) weapons." By a strict reading, Special Sensors are not on the (R8.R7) list, but would otherwise seem possible.

ANSWER: Rule (G33.43) (in the Master Rulebook) limits options to phasers, anti-drones, type-E/G drone racks, and plasma racks. Orions cannot have special sensors either, since they are specifically excluded in the expansion of (R8.R7) in Module R2. (More...)

SFB Strategy of the Month
Attack the Tholian

Attacking the Tholians is not an option but a necessity in the Gale Force Scenario due to rule (608.G6). It states that you must have destroyed at least 150 points of bases by the end of the scenario. You can do this by killing the five Tholian BATS and one SB for exactly 150 points. The Coalition has then made the Tholians a part of the Alliance, which gives them over 90 points for other bases and ships. You must eliminate the remaining Tholian bases, capture the Dyson Sphere, and liberate Kalesta, Kelanon, and Kordahn.

Federation & Empire Q&A

QUESTION: Can you raid a province you control?

ANSWER: No, and why would you want to? You can fight a ship in such a province (even via the raid rules although it may take some creative geography to create a place you control and can still raid) but you cannot disrupt the production of your own province, and you cannot disrupt production in your own province which you think you might lose in the next turn and then expect that disruption to deny income to the enemy.

QUESTION: Can a tug acting as a supply point use reaction movement?

ANSWER: Reaction (205.0) is a type of movement. Rule (412.2) first sentence says a supply tug cannot move by any means. So no, a supply tug cannot react.

QUESTION: By the second paragraph of rule (447.0), once you start using ADS you can't use (430.6). This means that if you use ADS, you can only borrow money in the Economics Phase (447.11) and combat (477.2), and can't borrow money at any other time (e.g., Strategic Movement). However, the first paragraph indicates that this is additional borrowing. So which is right?

ANSWER: The new borrowing in the production step is in addition to the original borrowing during the turn, but the limit is still a per turn limit just like before.
