Since the TP YIS is Y160, shouldn't the ISC start with 2 or 4 pods?

(713.1) General HQ Reserve PODS: Add 2xTP (1 Set), 2xBP (1 Set). Reasoning: The ISC are allotted 2xBP (1 Set) under (624.43) in Driving Winds. The TP have a YIS date of Y160 in G3. The BP has a YIS date of Y168 in G3. Thomas Mathews 23 Oct 2020

Looking at the ISC War product for the Driving Winds Y186 OOB vs the Y168 posted here. This posting is missing a 4th fleet RESV marker.
Is this a development that happens (adding a RESV) between 168 and 186 or just a typo on the OOB? If it is the former (4th RESV marker added during the timeline) I would recommend a note should be made somewhere as to when this development takes place. - L. Bergen 12 NOV 2021
